What are the possible implications of latest breakthrough technologies in saving life on areas with high seismic risk? can we have an even minimum notice that may allow people to survive? since we know “where” but not “when” is there really nothing we can do in the meantime?

I wish they 3D Scanned all their historical artifacts. I have been saying this for years. It's all in ruins now.

Appreciate your feedback, I'd love to find more about 3D scanning processes.
Are they precise enough to be used for a technical report of a building and the maybe import it's geometry in a BIM software or they work more as a pointcloud 3D reconstruction, giving at the end an "empty envelop" of the geometry (great for have a 3D of artworks and monuments in an interactive stand in a museum).
