It is not clear whether you are talking about the involute profile or the helix part of it. If it is the involute profile, then you need to define it in an equation for one side of the profile, then the second side and then take a cut for the tooth profile. As for the helix, You can insert a helical cut (similar to creating a helical spring) and then pattern it.

The above method is valid for Proe.

If the intention is for Motion simulation, then there is no need to model the tooth profile. You can simply have a surface for OD for the purpose of interference check and a PCD for mating.
